Monroe County Correctional Center Inmate Search
The Monroe County Correctional Center maintains an average of 287 offenders in custody on any given day. The Monroe County Correctional Center has a monthly turnover of 40% of their inmate population, another 30% turnover every 90 days, another 20% every six months, and approximately 10% stay incarcerated between six and twelve months. Every year Monroe County law enforcement agencies arrest and detain approximately 6,700 offenders.

The Monroe County Correctional Center is located at 301 N. College Ave. in Bloomington, IN 47404, in the 5-story Charlotte Zietlow Justice Center, a large concrete building that takes up an entire block in the downtown area. The jail itself, which has its entrance in the alleyway, takes up the 1st, 4th and 5th floors of the building. The Justice Center was built in 1984.
The Monroe County Correctional Center has a rated capacity of 287 beds, but has had over 300 inmates in custody on any given day since 2004. It is clearly over its capacity. It was built in 1984 to hold 128 inmates, but due to inmate population growth it began double bunking and expanding into storage space, increasing its beds to the current level of 287. However, due to security issues and keeping violent and serious mentally disturbed inmates separated, the functional capacity is no more than 230 beds.
A study done in 2021 by RJS Justice Services, made the recommendation to the Monroe County Commissioners that a new jail with at least 450 beds was needed immediately. In their words, "The jail facility is failing, and cannot ensure consistent and sustainable provision of constitutional rights of incarcerated persons". Due to chronic over population, and 75-80% of inmates with mental health and/or substance issues, a new jail must be built.
In 2022 approval was given by the commissioners to purchase an 87 acre parcel of land on the northeast corner of I-69 and West Fullerton Pike for $10 million. But since then, all the various government agencies and politicians from the county, state and city of Bloomington are locked in debates and disagreements about the location, the cost, the problems with the current jail and how to solve them. At this rate, it could take until 2026 or beyond before a new jail is built, if one ever will be.
If you want to contact the jail to find out information about about an inmate you can either call the main inmate information number of 812-349-2751. While the Monroe County Correctional Center does not have an official Inmate Jail Roster with mugshots and other personal information, you can look up an inmate's name online to confirm they are actually in custody using Vinelink.
Don't mail newspapers or magazines, as they are not allowed. And if you are going to send a book, it must come direct from a publisher, not an online bookseller like Amazon.
Mail can be received every day and is processed and passed to the inmates quickly. Friends and family of inmates in the Monroe County Correctional Center can arrange to visit inmates by video, both at the jail and remotely from home. Friends and family can also communicate using an online text/email system, send them money and buy them commissary online, and set up a phone account that allows the inmates to call them during the day and evening seven days a week.

To find out if someone you know has been recently arrested and booked into the Monroe County Correctional Center, call the jail’s booking line at 812-349-2750.
There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.
Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

Monroe County Correctional Center Booking Roster
After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Monroe County for booking.
Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.
Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Monroe County and other Indiana and USA jurisdictions.
If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.
It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.
The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.
During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.
Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.
At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.
If the offender is being detained and housed while awaiting arraignment, the Monroe County Correctional Center will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.
Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.
Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.
If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

Because Monroe County and Indiana can change their bail bond procedures, it is always best to call either the Monroe County Correctional Center at 812-349-2750, or the court in the jurisdiction (i.e. Municipal Court, District Court, etc.) where the offender was charged, and do this right after an arrestee has been booked.

Option 1 - Dropping Money at the Jail
Bring money to the jail in person.
Either the jail personnel will process the Inmate Account payment or you will use a Jail ATM self-serve kiosk in the lobbies that accepts cash, debit or credit cards.
Option 2 - Deposit Inmate Money Online
Monroe County Correctional Center uses Jail ATM to process all online deposits to an inmate's account. The company charges you a small fee for doing so, but the fee probably isn't as much as gas and parking would cost to take it to the jail in person.
Option 3 - Mail the Inmate Deposit to the Jail
Mailing a deposit takes more time to process than the other methods but can be done if you live too far away to bring it in person and you don't have a debit/credit card for online deposits. Never send cash. Always send a Money Order from the US Post Office, a reputable bank or Western Union. Call the Monroe County Correctional Center first as they may want you to do this online or at the jail kiosk instead.

The Monroe County Correctional Center only allows books to be mailed directly to the jail from verifiable publisher such as Harper Collins or Penguin Random House. Inmates may only have five books in their possession at any one time.
