The Washington County Jail maintains an average of 572 offenders in custody on any given day. The Washington County Jail has a monthly turnover of 40% of their inmate population, another 30% turnover every 90 days, another 20% every six months, and approximately 10% stay incarcerated between six and twelve months. About the Washington County Jail
The Sheriff of Washington County also operates the only jail that is within the county. Located in Hillsboro, the facility is open around the clock for anyone who has been arrested in the county, and to care for those who are being held there. Those who operate the facility are also in charge of the alternative sentencing programs including the home detention program requiring monitoring of ankle bracelets and those under house arrest, as well as the Work in Lieu of Jail that offers offenders an opportunity to do community service work on the weekends but remain in their regular activities and home for the remainder of the week. Within the jail there are several opportunities for inmates to engage in different programming to improve their employability upon release and to fill their days with productive activities. Religious services, alcohol and drug prevention, behavioral groups addressing violence, anger, and problem solving, domestic violence prevention, life skills, GED, credit recovery programs and even ESL classes are all offered. Those who are serving sentences within this facility will be serving less than one year, with longer sentences resulting in a transfer to a larger facility nearby. While someone is being held at the jail, they are able to make phone calls during their hours outside of their cell, they can send and receive mail, and they are allowed to have visitors on the approved days and times, provided they have been booked in advance. Visitation is only during weekdays with no times on the weekend, and hours are 1:30pm-3pm, 5pm-6pm, and 8pm-9pm Mondays through Thursdays, with an additional time from 9am-10:45am on Fridays as well as for video visits.

How do I find out if someone has been arrested and booked into the Washington County Jail?

To find out if someone you know has been recently arrested and booked into the Washington County Jail, call the jail’s booking line at 503-846-6826.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

If you don’t want to check up on an offender by calling the jail, you can also try looking up people recently booked online.

What happens during booking in Washington County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Washington County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Washington County Jail?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Washington County and other Oregon and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

What kind of questions are asked during booking?

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Washington County Jail will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Washington County Jail Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

Acceptable forms of payment: Cash or credit card - a cashier’s check may only be accepted during open bank hours for verification purposes.

  • To visit an inmate, you must be on their approved visitor list. The inmate has to add you and will need your name, address, state ID number, date of birth and phone number.
  • Each inmate can have up to five people on their visitor list. Children age 9 and younger don't count as one of the five people.
  • Each inmate is allowed two visits per week that are one hour each. Up to two adults and one child may visit at a time. The 'visiting week' starts on Monday and ends on Sunday.
  • You cannot visit if you have been locked up in any jail or prison within the past 60 days, or are on parole, or probation.

Contact Visits with Attorneys 

  • If a lawyer wants to meet with an inmate face-to-face, they need to contact Jail Administration at 503-846-2798 during regular business hours 24 hours before the desired visit. 
  • The attorney must explain why a contact visit is required, and Jail Command must approve the visit.

What is the Cost of a Remote Video Visit?
Costs vary and are subject to change, but generally visits range from $5.00 to $15.00 for a 15 to 30 minute online or on-site video visit.

How do you know if your Inmate will be available during the time you schedule?
The Securus system knows the times that Washington County Jail inmates are available for remote video visits.
It will not allow you to schedule a visit with your inmate if they are not available or the video visitation kiosk(s) in the jail are booked already.
Once you schedule a visit with your inmate they will be notified of the date and time of the visit.

Important Tips:

How do I Mail an Inmate in the Washington County Jail, and what can I send them?

Postcards
Postcards may be any size the post office delivers, with maximum dimensions of 5-1/2 x 8-1/2 inches.
They may also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature.



Envelopes
All mail must have a full return address in top left corner of envelope.

  • Enclosed pictures are allowed with a limit of 5 per letter. They must not exceed 4x6 inches.
  • Handmade Drawings are allowed with a limit of 5 per letter. The drawings must be done in lead or colored pencil, ink, charcoal, or crayon. Using markers or other objects attached to the drawing are prohibited. Drawings must not exceed 9x12 inches.
  • Photocopies or mass- or computer-printed material are limited to 5 per letter). Examplesare : Emails, internet pages. Sheets with pictures count as pictures.
  • Newspaper or magazine clippings are allowed with a limit of 2 per letter.
  • Personal business documents are allowed.
  • Up to 5 pamplets (of 8 pages or less) are allowed.  Larger ones will be treated as a book.
  • All mail is to be shipped to:

  • You may send cashier’s checks, money orders, and government checks, payable only to the inmate, for credit to an inmate's account addressed to the inmate or just the Washington County Jail.

Newspapers & Magazines - Limit of 2 per day.
Local or national newspapers may also be mailed to the inmate as long as they are mailed directly from the newspaper publisher. News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.



Books - Limit of 3 per day
The Washington County Jail allows books to be mailed directly to the jail from a reputable source such as AmazonBarnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address above.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the Washington County Jail standards will be disposed of. No more than three books may be shipped at any one time.
Hard cover books will accepted by the jail, however plastic or metal bindings of the hardcover books are not due to their potential to be used as a weapon.

Can I purchase Commissary Online for an Inmate in the Washington County Jail, and what can I purchase?

Inmates can use money in their account to purchase hygiene items, writing supplies, snacks from the commissary, bail, and to pay for fees.

4. Type & Send message.

Things you CAN do:
1.  You CAN ONLY send messages from the Securus website, or with the Securus app. (links below).
2. You CAN transfer ‘stamps’ to your inmate.
3. You CAN deposit money to your inmate, and they can purchase ‘stamps’ on their end.
4. Each time you send a message, you CAN pay for them to reply.
5. You CAN send photos. (Jail staff will review for appropriateness) 

Things you CANNOT do:
1.  You CANNOT use your own personal email to send messages.
2. You CANNOT send any message or photo that would normally be rejected by regular mail.

Other Things:
1.  Photos must be .jpg, .jpeg or .png.
2. eMessages and photos must meet the jail’s standards for regular mail.
3. If your eMessage or Photo is rejected you will be notified of the reason, but you will NOT get a refund.

  • Send a text Message - 1 stamp
  • Purchase a reply for your inmate - 1 stamp
  • Attach up to 5 photos - 1 stamp each photo
  • Share up to 5 eCards - 1 stamp each eCard
  • Send just a photo with no text - 1 stamp
  • Send a 30 second VideoGram - 3 stamps

What can your inmate do with digital 'stamps'?

  • Reply to your eMessage if you attach a return stamp
  • Receive transferred stamps you share with them (no cost to transfer)
  • When available, they can purchase their own stamps from their Inmate Debit Account

Do Inmates in the Washington County Jail have Access to Tablets or Computers?

Washington County Jail now offers Securus 'SecureView' Tablet Rentals to their inmates.


  
Securus is the same company that handles the inmate phone system, video visitations, email and texting and digital letters.

The tablets can be rented on a monthly basis and while not directly connected to the internet, the inmates can use them for the following activities:

  • Phone Calls - Inmates may make calls directly from their tablet allowing for more privacy. The rates are the same as the phones in the unit, and the calls are still recorded and monitored.
  • eMessaging - Communicate via a text based message or picture. Fee based system.
  • Job Search - Using JobView, a secure job search application, inmates have the ability to see what jobs are available when they are released.
  • Education - Free educational platform and course catalog that provides thousands of educational resources.
  • Self Help -Inmates have daily access to mental health and addiction recovery programming.
  • Music - Top-40, Hip-Hop, Country, Rock, Gospel, and more.
  • Law Library -  Legal research with up-to-date case information.
  • eBooks - Thousands of available titles.
  • Religion - Religious resources for spiritual guidance.
  • Games - Inmates can play their favorite games. Available through monthly subscriptions
  • Facility Services - Digital access to submitted forms, requests, facility documents, and notifications from staff.
