Oregon county jails and state prisons

Oregon has 36 counties, and the sheriff runs the jail. Multnomah in Portland, Washington in Hillsboro, and Clackamas in Oregon City are the buildings most families in the metro area are looking for. Marion in Salem, Lane in Eugene, and Jackson in Medford are the other large ones. A county on the coast or east of the Cascades may have one small jail and send overflow across a pass. City police departments have holding rooms. They are not county jails.

A sentence of a year or less stays with the sheriff. Some felonies also stay local under Oregon’s sentencing rules. A longer prison sentence goes to the Department of Corrections. A federal sentence goes to the Bureau of Prisons. FCI Sheridan is the federal prison in the state. When a jail holds someone for another county, for the state, or for the U.S. Marshals, it bills a daily rate. That rate is local. There is no statewide fee.

Jails in Oregon are the pretrial and short-sentence buildings. State prison is a different map. Coffee Creek in Wilsonville is the women’s prison and the intake point for men. Oregon State Penitentiary is in Salem. Snake River and Two Rivers are in Ontario and Umatilla County. Eastern Oregon Correctional Institution is in Pendleton. Deer Ridge is in Madras. A person sentenced in Portland can end up on the Idaho line.

How many county jails are there in Oregon?

Most of the 36 counties operate a jail. A few small counties contract. Multnomah, Washington, and Clackamas account for a large share of the beds. A full jail in Wallowa or Curry means a long transfer, not a second building in the same town.

How many juvenile detention centers are there in Oregon?

County detention and state commitment are different stops. County juvenile departments run the detention centers that hold a youth before a hearing. Multnomah, Lane, Marion, and Jackson keep their own. Most smaller counties contract. A youth in one of those centers is usually waiting on court.

The Oregon Youth Authority runs the commitment side. It has nine close-custody facilities: five youth correctional facilities and four transitional camps. About 375 youth live in them at a time. A juvenile judge can commit a youth there. An adult court can also send a younger person to OYA until age 25 instead of straight to an adult prison. Those facilities are not county jails. Search the county of the arrest. The listing shows the detention center that county uses, and an OYA facility only if the youth has been committed.

What the first days in an Oregon county jail are like

At the Multnomah County jail the first day is a booking floor downtown. Identity, prints, a medical screen, a search, clothes bagged, one call if the phones are up. The person has not been convicted. There is no phone in the cell, and no way to know if a shift, a bike locked outside, or the kids are covered. Glasses stay in property until someone signs for them. In a coast jail the same steps happen in a smaller room, with the sound of the highway instead of a booking floor.

The hard part is the ordinary part. The uniform does not fit. The bunk is thin, and the next bed is awake. Meals are plain and on a clock. Mail is slow. A visit from Pendleton to Portland is a drive that may not happen. Withdrawal from alcohol, opioids, or methamphetamine can start before the first appearance, and the night is when that gets loud. Deputies who apply the rules the same way to everyone run a quieter pod. Uneven rules are how contraband moves. Multnomah and Washington can separate by risk. A small eastern jail often cannot.

Tablets, video visits, and deposits take some of the isolation out of the larger jails. A message home does not fix the bed or the case, and the account can be shut off. Each county page on this site lists the jail phone, the vendor, and the way to send money for that sheriff’s office.
