The Jefferson County Corrections Facility is a "short term" facility in that inmates do not spend more than one year at the jail. That is, unless they are pre-trial and are waiting for their chance to fight their case in court. The facility is certified by the Texas Commission on Jail Standards. This facility is designed to house prisoners in a direct supervision atmosphere that is safe and secure. The Corrections Facility attempts to interrupt the cycle of criminal activity that results in the recidivism of the persons being incarcerated. The Jefferson County Correctional Facility offers many classes and programs to help inmates, such as Anger Management, GED, Auto Body repair.
The Jefferson County Correctional Facility serves a daily inmate population of over 800 inmates. Each person brought into the facility is processed in the same manner. Inmates are searched, their property taken, logged, bagged and processed through the Identification section. Then they are medically screened for obvious injuries etc. booked-in, advised of charges and means of release if any. If the offenders are unable to secure release, they are dressed in a facility uniform and then housed in temporary quarters prior to final classification. After a person has completed the booking process, he/she will be placed into one of several classifications: high risk, medium risk, low-risk, and/or trustee status. These classifications are based on records compiled by the jail and criminal history compiled by the Texas Criminal Information Center and the National Criminal Information Center.
Offenders that are arrested in Jefferson County are classified by current charges, past history, conduct in the facility, and in some cases, mental stability in the least restrictive manner possible. Initial medical screening is conducted by a state certified paramedic in order to assess any obvious medical conditions. Once classified, medical personnel will attempt to obtain a full medical history for this person, and conduct a physical to determine other medical needs. The procedure includes the creation of a permanent medical chart, a series of medical related questions, and a basic overall evaluation of the person's health.
The Jefferson County Correctional Facility is a modern, starfish-shaped facility. Each wing is comprised of dorms in an open bay dormitory style with a raised area for the officer to observe the entire area. Minimum to medium risk inmates have considerable freedom of movement within the facility, though that movement is controlled, monitored, and records of current location are maintained. Medium risk inmates are continually controlled and any movement outside their living area conducted under escort.
Jefferson County Correctional also has two maximum security buildings with 186 beds for persons classified by offense or history as high risk. These inmates are kept separate due to their danger to the overall population. Some inmates are separated from the general population for disciplinary infractions and are put in the "hole" (aka Administrative Segregation) for up to 30 days.
The Jefferson County Correctional Facility also has a Law Library which provides substantial access to court cases and legal advices for every person held in jail. The main law library serves Low and Medium security prisoners, while an Auxiliary law library serves Maximum-security prisoners. The Education Department conducts or coordinates many programs for the inmates of the facility including G.E.D., Parenting classes, AA meetings, and reading classes.
American law enforcement has an excellent communication system that allows law enforcement agencies to communicate and cooperate in the apprehension of criminals. When criminals are caught they must be returned to the community in which they committed their crimes for trial and detention. It is extremely expensive to travel to other states and communities by motor vehicle or commercial airlines to bring back these suspects and or criminals. Because of this need, Jefferson County maintains a plane for this purpose. For long distance transfers, the US marshals operate what is known as 'Con Air' to move thousands of inmates around the country daily.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.

Jefferson County Correctional Facility Booking Roster
After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Jefferson County for booking.
Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.
Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Jefferson County and other Texas and USA jurisdictions.
If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.
It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.
The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.
During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.
Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.
At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.
If the offender is being detained and housed while awaiting arraignment, the Jefferson County Correctional Facility will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.
Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.
Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.
If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

Because Jefferson County and Texas can change their bail bond procedures, it is always best to call either the Jefferson County Correctional Facility at 409-726-2540, or the court in the jurisdiction (i.e. Municipal Court, District Court, etc.) where the offender was charged, and do this right after an arrestee has been booked.

Local or national newspapers may also be mailed to the inmate as long as they are mailed directly from the newspaper publisher.
Magazines
News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.
