10. Which court takes federal cases from Tulare County?

Federal cases are made by the Postal Inspection Service, the FBI, or the Secret Service, sometimes with state officers. This county is in the Fresno Division (Eastern District of California), so cases are held in Fresno, 2500 Tulare Street, Fresno, CA 93721. The clerk's line: 559-499-5600. Pretrial services first talks with your loved one and writes a report to the court. Often by the next weekday, your loved one meets a federal magistrate judge. Bail is not a set dollar figure in federal court. Applying U.S. bail rules, a judge runs a release hearing then rules on detention or release.

Check the county roster; there the hold may be noted. Before trial, U.S. Marshals often hold them in local jails. This district's Marshals staff in Fresno can say where the inmate is: 559-442-2858, 2500 Tulare Street, Suite 3501, Fresno, CA 93721. Sentenced people leave the local jail to the BOP after sentencing. Locate them through the Bureau of Prisons search.

11. A friend got an ICE hold. What happens next?

  • ICE finds out about the arrest through fingerprints the jail send. ICE can then place a detainer.
  • Paying the bond won't erase the detainer.
  • With the request, ICE asks the Visalia jail to keep your loved one up to 48 hours after they would otherwise be released (8 CFR 287.7(d)). Visalia jailers rely on Gov. Code 7284.6, the Values Act: release comes on the county schedule, and a release-date notice or ICE transfer happens only with a court-signed warrant or certain listed convictions.
  • Immigration officers usually collect them at the jail in that time. If ICE stays away, this means the person goes free.
  • The free web tool, the ICE Online Detainee Locator System, shows where they are held by A-number and home country. Anyone lacking the inmate's A-number can use native country, DOB, and the inmate's full name.
  • The office for this county is ICE's San Francisco ERO office: 630 Sansome Street, Room 590, San Francisco, CA 94111; call 415-365-8800.
  • ICE alone picks which center they go to.

12. How will the move from the Visalia jail to state prison work?

California's prison system, the Department of Corrections and Rehabilitation, houses anyone given prison time. First, they remain in the Visalia jail until the CDCR finds a bed, which may take weeks. State reception is next; papers, photos and a health look up. There, officers weigh physical and emotional health, custody score and gang connections. Their last move is the unit that suits their rating.

Use the CDCR inmate locator to find them. The California prison page lists prison addresses.

13. Tulare County mugshots: can I view them online?

Tulare mugshots are not shown in the Tulare jail search, only names and booking details.

Penal Code 13665 is the key law. It covers social media posts. Most nonviolent arrests fall under it. Police can't post those mugshots online there. Photos posted there expire after 14 days. A judge can also allow a post. The sheriff's own website isn't covered. Even so, many sheriffs leave photos off.

A journalist can seek an unposted mugshot from sheriff's staff, 559-802-9400. Federal booking photos stay private for the community and press. The Marshals' policy limits release to three situations: to locate a fugitive or escapee, if release would help catch them or warn the community or for immediate community safety. Immigration photos are released just via a records request to ICE, and only if ICE agrees.
