Westmoreland County Inmate Search: Locating Someone at the Grande Boulevard Prison

Adults arrested anywhere from New Kensington to Ligonier are booked at the Westmoreland County Prison, 3000 South Grande Boulevard, Greensburg, PA 15601. It is the one adult jail the county runs. This page covers the roster lookup first, then visits, deposits, mail, warrants, hearing dates and each police force that books people there.

Open the county inmate roster, tap Accept on the data notice, then choose a surname letter or All. A row lists the name, birth date, booking number, commitment date and housing unit. A fresh arrest can take a few hours to show up.

Prison Records, 724-830-6081, answers from 8:30 a.m. to 6:00 p.m. and can confirm a booking, a bail figure or a release. After 6:00 p.m., dial 724-830-6000 and ask for the lieutenant on duty. Our bail page lays out release options, while our court page explains each hearing.

Search for an Inmate or Active Arrest Warrant in Westmoreland County

1. Reading the Westmoreland County Prison roster, step by step

The county keeps its roster as one sortable table. To work through it:

  1. Load the current roster page. It runs fine on a phone.
  2. A data disclaimer comes up first. Read it, then press Accept.
  3. Choose the letter that starts the surname, or choose All for the full list.
  4. Click the commitment date column title, and the newest intakes rise to the top.
  5. Note the booking number on the row. It reads as digits, a dash, then the year.

Jot that booking number down, because the prison wants it on envelopes and deposits. A VINELink button sits on every row too, for setting up custody alerts.

2. Name not showing up? Likely causes

When a search comes up empty, one of these is usually why:

  • Intake isn't finished. Fingerprinting and paperwork happen before a name lands on the roster.
  • Already out. An MDJ may have granted ROR, or a relative posted bail.
  • Held somewhere else. A neighbor county, a state prison or the Marshals may have custody.
  • Odd spelling. Try a hyphenated or maiden surname, and look at the rows just above and below.
  • Under 18. Youths go to the county's youth center, not onto this roster.

A housing entry of Temp Out means the person is still booked but off the unit for now. Records at 724-830-6081 can say why.

3. Which lockups hold Westmoreland County arrests?

Only one adult jail serves the county: the county prison at 3000 South Grande Boulevard, Greensburg, PA 15601, 724-830-6000. State inspection lists put it at 723 beds. Youths are held at the Regional Youth Services Center, 2771 S Grande Blvd, Greensburg, PA 15601, 724-830-4200.

A person arrested near Pittsburgh or Kittanning, or wanted by a nearby county, may be held in one of these jails instead:

Fayette, Indiana, Cambria and Somerset counties border this one as well, and JE has a page for each of their jails: Fayette, Indiana, Cambria and Somerset. To learn whether a transfer happened, call Records at 724-830-6081.

4. Mugshots and the Grande Boulevard roster

Rows on the county roster carry a name, birth date, booking number, commitment date and housing unit. Mugshot release across Pennsylvania varies from one county to the next and has been shaped by recent state court rulings. Newsrooms and members of the public may put the question to the prison at 724-830-6000, or to the police department behind the arrest.

  • Photos ICE took can be sought with the ICE FOIA request page.
  • The federal government rarely hands out its booking photos. The Marshals sometimes release one, for example during a fugitive hunt.

5. Signing up for PA SAVIN release alerts

Pennsylvania's free PA SAVIN service runs on VINELink. Its coverage includes the county prison here, all state prisons and state parole. It also shows whether someone is locked up at this moment.

  • Register on VINELink, or use the VINELink button on the roster row.
  • Pick calls, texts or email, then choose which events trigger a notice: release, transfer or escape.
  • Live operators take calls around the clock at 866-972-7284. Deaf or hard-of-hearing callers can use TTY 866-847-1298.
  • Your registration stays private from the person in custody.

Treat alerts as a safety net. When a release is expected today, Records at 724-830-6081 will know first.

6. Posting bail for someone at Grande Boulevard

Bail is set by an MDJ at the preliminary arraignment, usually by video and often within hours. From 4:00 p.m. to 10:00 p.m., Night Court handles these. The judge can choose recognizance, recognizance with conditions, unsecured, nominal or monetary bail (Pa.R.Crim.P. 524). Of these, monetary bail is the one that needs cash up front.

  • Business days: the Clerk of Courts window, 2 North Main Street, Suite 203, Greensburg, PA 15601, 724-830-3734, is open 8:30 a.m. to 4:00 p.m. It takes cash, certified checks, and Visa, Mastercard or Discover, with 2.75% added for cards.
  • Online: PA ePay Bail works here. The Clerk also charges a separate $23.70 filing fee.
  • After 4:00 p.m.: county guidance is to contact a bondsman or the prison.

Carry photo ID and hold on to every receipt. Each option is laid out on our bail page.

7. Reading the charges on a UJS docket

Charges show on the docket sheet, which anyone can pull free from the UJS Web Portal with no login. Type the first and last name and pick Westmoreland as the county. Each charge appears with its grade, along with the bail and the next court event.

Grades run from felonies, F1, F2 and F3, down through misdemeanors, M1, M2 and M3, to summary offenses at the bottom. The criminal complaint handed over at the preliminary arraignment lists the same counts in plain sentences.

Once the preliminary hearing is over, prosecutors file a charging paper called the information, and counts may be added or withdrawn then. Questions on a Common Pleas file go to the Clerk of Courts, 724-830-3734.

8. Asking for the Public Defender from inside

If the person can't pay a lawyer, they can apply for the county Public Defender. They sign a sworn form about their income. The county then decides if they qualify (16 P.S. § 9960.1 and following). The office handles preliminary hearings, trials and probation violation hearings.

  • Inside the prison, the person can ask a staff member for the application.
  • Relatives can reach Court Administration, 2 North Main Street, Room M3, Greensburg, PA 15601, 724-830-3828, to get the defender's number.
  • Don't wait. A person held in custody gets a preliminary hearing within 14 days.

A private attorney can step in at any stage. Lawyer visits and lawyer calls let counsel and client speak in confidence.

9. Video and regular visits at the Westmoreland County Prison

Every person housed there is allowed one regular visit weekly and can request as many as three added video visits weekly. Normal visiting resumed on September 17, 2025.

  • Scheduling video: book through the video-visit company listed on the county's visitation page, from one to seven days out. Help is at 855-208-7349. The county asks families not to phone the prison to schedule.
  • Price: $15.00 buys 25 minutes, and each session is recorded.
  • Units and hours: A, B, C, D, F, J, K and L, every day, from 7:30 to 10:55 a.m., 2:15 to 4:10 p.m. and 6:00 to 8:55 p.m.
  • Not eligible for video: units H (unclassified), G (medical) and E (disciplinary segregation), plus anyone in protective or administrative custody or on suicide watch.
  • Cancelling: give 48 hours or more notice and the fee comes back.
  • Clothing: skip low-cut, sleeveless, tank and midriff tops, and pajamas. Crude words or gestures cut a visit short.

In-person hours, ID rules and visits with children are questions for the prison at 724-830-6000. Our visiting guide adds general pointers.

11. Phone accounts, tablets and messaging at the prison

Rules for phone calls, tablets and electronic messages come from the prison and its service providers, and rates can change. Before setting anything up, check with the prison at 724-830-6000 on:

  • opening a phone account so your loved one can reach you
  • whether tablets or messaging are available, and the cost
  • phone hours on that housing unit

12. Addressing letters to Grande Boulevard

Put the person's full name and booking number on the first line, then Westmoreland County Prison, 3000 South Grande Boulevard, Greensburg, PA 15601. Write your own name and return address at the upper left, since mail without one is refused.

  • Three pages at most, both sides allowed, on 8.5 by 11 inch sheets.

  • Photos are photocopied in black and white for the person, and the originals are stored with their property. Polaroids are refused.

  • Refused items: photocopies, internet printouts, crossword pages, newspaper or magazine clippings, stickers, tape, address labels and scented paper.

Anything breaking these rules goes back to the sender. Our jail mail guide offers general advice.

To collect belongings for someone, phone 724-830-6000 first. Find out whether a signed property release naming you is needed, and when the property officer is on duty. Have photo ID with you. Leftover account money is refunded too, so ask how that works.

14. Raising a health worry with prison medical staff

A medical unit operates within the prison. For an illness, injury or daily medication, phone 724-830-6000 and request the medical staff. Keep the medicine's name and dose handy, along with the prescriber's name and phone.

  • If self-harm is a worry, say that plainly. The prison places people at risk on suicide watch.
  • Pregnant and postpartum inmates have protection under 61 Pa.C.S. § 1758, which restricts restraints and restrictive housing for them.
  • Department of Corrections inspectors review each county jail every 12 to 24 months (37 Pa. Code Chapter 95).

For an emergency outside the prison, call 911.

Federal cases from this county are heard at the Weis federal courthouse in downtown Pittsburgh, 700 Grant Street, Pittsburgh, PA 15219, 412-208-7500. Early on, a detention hearing there settles pretrial release (18 U.S.C. 3142).

  • After a federal sentence, use the Federal Bureau of Prisons inmate locator. Search by register number or full name.

18. Immigration detainers and the ICE locator

An immigration hold on someone at Grande Boulevard tends to move through these stages:

  1. To ask for a hold, immigration officers send the Grande Boulevard staff a detainer, Form I-247A.
  2. On it, ICE requests that the prison keep the person up to 48 hours after they would otherwise be released (8 CFR 287.7(d)).
  3. Pennsylvania's federal appeals court, ruling in Galarza v. Szalczyk (3d Cir. 2014), described a detainer as a request that a jail may decline. The court also said a county holding someone on that form alone can be made to answer for it. Detainer policy is a local choice made by each county jail. For the one on Grande Boulevard, call 724-830-6000.
  4. After ICE takes custody, Pennsylvania cases go through the Philadelphia Field Office, 114 N. 8th Street, Philadelphia, PA 19107, 215-656-7164.
  5. Look the person up on the ICE Online Detainee Locator by entering an A-number, or a full name together with birth country.

Arrested youths under 18 never go to the adult prison or its roster. The county detains them at the Regional Youth Services Center, 2771 S Grande Blvd, Greensburg, PA 15601, which has 16 secure detention beds and 8 shelter beds.

Juvenile Probation works from the same address, 724-830-4200, and can give a parent the youth's location and next court date. Juvenile records are confidential by law, so call Probation rather than searching the UJS Web Portal (42 Pa.C.S. § 6301 and following). A murder charge sends a youth of any age to adult court, as do certain armed violent crimes charged against a youth aged 15 or more (42 Pa.C.S. § 6302).
