The Clarke County Jail is licensed for 142 inmates at any given time, but it often has to make room for many more, especially on weekends. At most city and county jails, at least 40% of the inmate population turns over monthly, another 30% every 90 days, and another 20% every six months, while about 8-9% stay incarcerated between six and twelve months. Inmates held longer than twelve months are usually facing serious charges such as rape or murder. Because those cases take longer to prepare for trial, offenders arrested in Clarke County remain in the Clarke County facility much longer.
Each year, Clarke County law enforcement agencies arrest and detain approximately 3,440 offenders.
The Clarke County Jail is the county lockup for Grove Hill and the rest of Clarke County, run by the Clarke County Sheriff’s Office under Sheriff DeWayne Smith. It sits at 149 Clark Street in Grove Hill, and the county lists its capacity at up to 200 inmates. People arrested anywhere in the county are booked here, and most stay while their misdemeanor or felony case moves through court or while they serve a short county sentence.
After booking, which covers fingerprints, photos, a property inventory and a records check, the next step is an initial appearance before a judge. Alabama Rule of Criminal Procedure 4.3 requires that to happen without unnecessary delay and within 72 hours of arrest. Clarke County belongs to the First Judicial Circuit, which it shares with Choctaw and Washington counties. To look up a case, use Alacourt at v2.alacourt.com. If you think there may be a warrant for you or a family member, talk with the sheriff’s office or a lawyer before walking in to surrender.
Most people held in Alabama have a right to bail. The main exceptions are capital cases where the proof is evident or the presumption great, and cases covered by Aniah’s Law (2022). Under that law a judge can hold a pretrial detention hearing and deny bail for murder; first-degree kidnapping, rape, sodomy, sexual torture, domestic violence, human trafficking, burglary, arson and robbery; aggravated child abuse and certain crimes against children; and terrorism. In May 2026 voters passed Amendment 1 with 81.6% of the vote, which added solicitation, attempt or conspiracy to commit murder, along with shooting into an occupied building or vehicle. For everyone else, the judge chooses personal recognizance, an unsecured appearance bond, or a secured bond paid in cash, pledged with property, or posted through a licensed bail bond company. Rule 7.2 sets a recommended range, such as $10,000–$60,000 for a Class A felony, $300–$6,000 for a Class A misdemeanor and $1,000–$7,500 for DUI, but judges can go above or below it. All visits are by video, and the vendor is Inmate Sales (inmatesales.com). You must register there before you can book. Free on-site video visits run 9:00 a.m.–6:00 p.m., last 20 minutes, and allow up to three visitors. Remote visits from a phone or computer are available 6:00 a.m.–11:00 p.m. and cost $0.20 a minute. On-site visitors need a state or government photo ID, and anyone under 17 needs an adult with them. Dress modestly: no tank tops, low-cut tops, short skirts, tight shorts or hats. No public bus serves the jail, so most visitors drive. For fuel, JR Food Mart is at 144 S Jackson St and Chevron is at 293 Grove Hill Ave. For a quick meal, Burger King is at 198 S Jackson St and Bertile’s Restaurant is at 222 S Jackson St.

- First, you must register with Inmate Sales, and then schedule a visit.
- Each inmate is allowed an unlimited amount of visits per day. Remote visitation is $0.20 per minute.
- Proper attire is required. No low-cut blouses, tank tops, short skirts or dresses, tight shorts, hats or any other form of provocative dress will be allowed. Shirt and shoes must be worn.
- All visitors must provide proper state or government issued photo identification (i.e. driver’s license, foreign id or passports) for inmate visitation.
- On Site video visitation is available at no cost.
- A video visit lasts 20 minutes.
- Visitors may only use this system on the inmates assigned visitation day, whenever the inmates have free time.
- All rules set forth for non-contact visitation shall be adhered to when using the video visitation system.
- Any lewd, profane or inappropriate behavior shall result in loss of video visitation privileges for the visitor and/or inmate.
- Each inmate is permitted a maximum of three on site visitors per session.
- Visitation sign-up is limited and on a first-come first serve basis.
- Visitors are encouraged to go online and reserve a visitation time. Purchased visitation minutes are not transferable.
- An adult must accompany all visitors who are under 17 years of age. Children must be monitored at all times.
- Visitors are not allowed to bring any personal belongings with them into the visitation area other than their picture ID and/or a set of keys unless otherwise allowed by the jail.

- If you wish to stop receiving Chirps from an inmate, reply to the Chirp with STOP.
