By the numbers, the Cochise County Wilcox Jail:
- Is licensed for 30 inmates at any given time
- Often has to make room for many more, especially on weekends
At most city and county jails in Arizona, at least 40% of inmates turn over monthly, another 30% every 90 days, and another 20% every six months, while about 8-9% stay six to twelve months. Inmates held longer than twelve months are usually facing serious charges like rape or murder. Because those cases take longer to prepare for trial, offenders arrested in Cochise County remain in custody at one of the Cochise County facilities much longer.
In Arizona, the court rules presume a defendant will be released on their own recognizance. A judge will set bail only when that isn’t enough to ensure the defendant returns to court or to protect public safety. Many people arrested in Arizona are released without paying anything.
Each year, Cochise County law enforcement agencies arrest and detain approximately 8,040 offenders.
The Cochise County Sheriff’s Office runs a jail in Willcox at 450 S. Curtis Avenue, Willcox, AZ 85643. The phone number is (520) 384-7070, and the facility is staffed 24 hours a day. The Sheriff’s Office describes it as a substation used as a temporary holding facility. Call this number or the Cochise County Main Jail in Bisbee at (520) 432-7540 to find out whether your loved one is still in Willcox or has been moved. The Sheriff’s Willcox patrol office is a separate building at 450 S. Haskell Avenue, (520) 384-7050.
Under Arizona Rule of Criminal Procedure 4.1, anyone arrested must see a judge within 24 hours. The judge starts from the presumption that the person can be released on their own recognizance, and sets bail or other conditions only when needed to make sure they return to court or to protect the victim or community. Many people are released without paying anything. The Arizona Constitution allows a judge to deny bail, after a hearing, only for capital offenses and certain serious sexual offenses when the proof is evident, for a felony committed while already on bail for a felony, or when the person is a substantial danger and no conditions would protect the community. Release options include recognizance, an unsecured bond, a cash bond, a secured appearance bond or a licensed bail bond agent. Call the jail for the bail amount and to find out where to pay it.
To look up a case, use the Public Access to Court Information site. If you think you have a warrant, talk to the Sheriff’s Office or a lawyer before you turn yourself in.
Visits and mail for Cochise County inmates run through the county’s main system. Book video visits with CPC at cpcjail.com at least 48 hours ahead. Send personal letters to the person’s name and ID at Cochise County Jail, AZ, PO Box 76550, Highland Heights, KY 41076, and money orders to 203 North Judd Drive, Bisbee, AZ 85603. If your loved one is still in Willcox, call first to ask how to reach them.
Most visitors drive; Willcox sits just off Interstate 10. Shell at 201 N. Haskell Avenue and Texaco at 1203 W. Rex Allen Drive sell gas. For food, Peter’s Mexican Food is at 119 S. Haskell Avenue and Carl’s Jr. is at 728 N. Bisbee Avenue.

How to handle bail after an arrest in Cochise County
If someone has been booked at Cochise County Wilcox Jail in Willcox, their next steps may include:
1. Release without posting bail, provided they agree to attend court.
2. Detainment until their trial.
3. Posting bail or bond to secure release. For the exact amount, call 520-384-7070.
There are a variety of payment methods available for bail.
- The usual way to post a cash bond is to pay the full amount at the jail bonding window or the clerk of court by cash, cashier's check or money order; many jails also offer card payment through a lobby kiosk or online bond vendor for a fee, and you should bring the inmate's full name and booking number (call 520-384-7070 for the jail).
- Assistance is available from licensed bail bond companies in Cochise County.
- Real property bonds are accepted in many courts: an owner may offer land or a home after showing clear title and equity of at least the bond, often double, with a deed and a recent tax or appraisal value, and the court that set bail approves it.
