The Graham County Detention Facility is licensed for 150 inmates, but it often has to make room for many more offenders, especially on weekends. Around 8-9% stay incarcerated for six to twelve months. Inmates held longer than twelve months are usually facing serious charges like rape or murder. Because those cases take longer to prepare for trial, offenders arrested in Graham County remain in custody at one of the Graham County facilities much longer.
Under Arizona’s court rules, the presumption is that a defendant is released on their own recognizance. Judges only set bail when that won’t ensure the person returns to court or won’t protect public safety. Many people arrested in Arizona are released without paying anything.

The facility is supervised by a staff of over 26 civilian members, 16 correctional officers, staff supervisors, a jail program assistant, an assistant jail administrator, and the head of the jail.

The 150-bed jail holds men and women who are awaiting trial along with people serving county sentences; like every Arizona county jail it also holds people sentenced to prison until the state picks them up. In June 2025 the jail earned Level 1 accreditation, the highest standard for Arizona jail operations, and it offers education programs, drug and alcohol treatment and around-the-clock mental health care. The sheriff posts a booking roster on the county website.
Arizona law (Rule of Criminal Procedure 4.1) gives the jail 24 hours to bring a newly booked person before a judge for an initial appearance; if that deadline passes, the person must be released. The judge starts from Rule 7.2’s presumption of release on recognizance, and many people leave without paying. When a judge does set money bail or conditions, it is to make sure the person returns to court or to protect a victim or the public, and the bond may be unsecured, cash, a secured appearance bond, or posted through a licensed bail bond agent. Holding someone with no bail at all is limited to the situations in Article 2, Section 22 of the Arizona Constitution and requires a hearing. For cash-only bonds the jail takes money orders only, no cash, and during business hours bonds must be posted at the court that set them. Look up court cases at Public Access to Court Information. In-person visits are scheduled by calling the jail. Each inmate gets one 30-minute on-site visit a week, and visitors coming from more than 100 miles away can ask for an hour. No more than two visitors may come at once, and anyone 12 or older counts as a visitor; people under 18 need an adult with them. Bring a current government photo ID, wear shorts or skirts no more than two inches above the knee, and skip tank tops, spaghetti straps and low-cut tops. Phones, bags, food and drinks stay outside. Visits pause during lockdowns from 7 to 8 a.m., noon to 1 p.m., and 5 to 6 p.m.
Phones, tablets, video visits and messaging changed on December 11, 2025, when the jail switched to NCIC Inmate Communications. Set up a prepaid account at ncic.com or (800) 943-2189. Messages cost $0.25 and photos $0.35. Since January 15, 2026, personal mail no longer goes to the jail. Send it to the inmate’s name and sheriff’s office number, with your return address, at PO Box 591, Longview, TX 75606, where it is scanned to the inmate’s tablet. Keep it to five single-sided pages of 8.5×11 paper and one photo; originals are not returned, and books, magazines, newspapers, and legal or medical mail are not accepted there. Add commissary money at the lobby kiosk, through Access Corrections or by calling (866) 345-1884; Access Securepak at (800) 546-6283 sells packages.
The jail is on the north side of Safford, and no public bus serves it, so most visitors drive. Gas and food are about two miles south in town: Speedway at 750 S. 8th Ave. and the Shell at 105 E. U.S. Hwy 70, and for food, Nana’s Kitchenette at 628 W. Main St. or Jack in the Box at 1991 W. Thatcher Blvd.
