The Carroll County Detention Center may be licensed for 100 inmates, but it is often forced to hold many more, especially on weekends. Most city and county jails in Arkansas turn over at least 40% of their inmates every month, another 30% every 90 days, and another 20% every six months, and roughly 8-9% stay six to twelve months. When someone is held longer than twelve months, they are usually facing a serious charge such as rape or murder. Those cases take longer to prepare for trial, so offenders arrested in Carroll County remain in one of the Carroll County facilities much longer.
Arkansas’s constitution protects the right to bail before trial for every charge except capital offenses where the proof is evident or the presumption is great. Once booked, a person must be taken before a judge without unnecessary delay, generally within 48 hours of arrest (Arkansas Rule of Criminal Procedure 8.1). Carroll County falls in the 19th Judicial Circuit East. Arkansas’s constitution makes everyone bailable before conviction except for capital offenses when the proof is evident or the presumption great (Art. 2, §8), and under Rules 9.1–9.2 judges look first at release on recognizance or with conditions, using money bail only when nothing else will reasonably secure a return to court. On warrants, the sheriff’s office takes cash or surety bonds; it does not accept O/R or property bonds. A licensed bondsman charges a premium of 10% of the bond, rounded up to the nearest $5 and paid in full before release, plus small nonrefundable state fees (Ark. Code §17-19-301). Visits are by video through Smart Communications at smartinmate.com. You create an account there, and visits and phone calls are arranged through that platform; you can also fund the inmate’s calling account through Smart. Call the jail to confirm current visiting hours and rules.
Personal mail does not go to the jail building. Address letters to: Smart Communications, Carroll County Detention Center, (inmate name and booking number), P.O. Box 9119, Seminole, FL 33775-9119. Money for commissary can be deposited online through Tiger Commissary, at the card kiosk in the sheriff’s office lobby, or with cash or a money order at the window Monday through Friday, 8 a.m. to 4:30 p.m., except holidays. Family members can also order food, clothing and hygiene items through Tiger.
No public bus serves the jail; most visitors drive. Near the Hailey Road complex, you can fill up at Murphy USA, 1000 W. Trimble Avenue, or Casey’s, 505 W. Trimble Avenue. For a quick bite, Sonic Drive-In is at 411 W. Trimble Avenue and Taco Bell is at 1000 W. Trimble Avenue.
