The Hempstead County Detention Center is licensed for 110 inmates, but on weekends especially, it is often forced to hold many more. Most city and county jails in Arkansas turn over at least 40% of their inmate population monthly, another 30% every 90 days, and another 20% every six months, while approximately 8-9% remain six to twelve months. Stays of more than twelve months usually involve serious charges such as rape or murder. Because those cases take longer to prepare for trial, offenders arrested in Hempstead County stay at one of the Hempstead County facilities much longer.
In Arkansas, the state constitution guarantees a right to bail before conviction for every offense except capital crimes where the proof is evident or the presumption is great. Judges in Hempstead County decide whether to release a defendant on their own recognizance, with conditions, or on a set bail amount.
Each year, Hempstead County law enforcement agencies arrest and detain approximately 2,200 offenders.
The Hempstead County Detention Center is the jail for Hope and all of Hempstead County, located at 312 South Washington, Hope, AR 71801, the same address as the Hempstead County Sheriff’s Office. The 100-bed jail has been in use since 1989 and is staffed by 21 full-time state-certified jailers and matrons, with separate housing for lower- and higher-security men, women, isolation and temporary holding.
The jail holds people charged and awaiting trial, people arrested on warrants, people serving county or municipal court sentences, parole and probation holds, people waiting for a state prison bed, and holds for other agencies. A physician and nurse practitioner provide medical care on site, and meals are cooked in the jail’s own kitchen.

Arkansas Rule 8.1 requires that an arrested person see a judge without unnecessary delay, generally within 48 hours. Before conviction, all persons are bailable except for capital offenses when the proof is evident or the presumption great (Ark. Const. Art. 2, §8), and judges weigh recognizance or conditions before money bail (Rules 9.1–9.2). Bondsmen charge 10% of the bond, rounded up to the nearest $5, paid in full before release, plus small nonrefundable state fees (Ark. Code §17-19-301).

- Only those listed on an inmate's Visitation Form will be permitted to visit. Inmates are given this form when they are assigned a cell.
- Visitors must have a current, valid photo identification (such as a driver's license) in order to visit.
- All visitors, on their first visit, must complete a Visitor Information Form. They will then be checked to determine whether they have any outstanding warrants.
- Visitors under the age of 18 must be accompanied by a parent or guardian who is on the approved list, do not need to be listed on an approved visitation list themselves.
- Each inmate is allowed one hour of visitation per week on their assigned day and time. You must check with your inmate for this date and time.
- Requests for exceptions and special requests must be forwarded through a Corrections Officer to a Shift Supervisor for approval.
- A Shift Supervisor may extend visits by reason of distance traveled, past infrequent visits, or other reason.
