Connecticut State Department of Correction - Remote Inmate Video Visitation

Video Visitation is done using Microsoft Teams Group Chat Software. 

• In order to use Microsoft Teams you need to be registered and prepaid. While you can sign up for free, you get more benefits and it's easier to use with a paid version.
• Family and friends wishing to participate and receive a Video Visit may consult with their loved one.
• Next, your detained friend or family member will need to add your name to the visitation list and you will be contacted by a Department of Correction staff member to schedule a day and time for your visit.
• The following are the instructions and steps to have a video visit with your inmate after you have been added by your inmate, and you have opened your account with Microsoft Teams.
  1. Type www.skype.com in the search bar.
  2. Click 'sign in' in the upper right hand corner.
  3. Click 'New to Skype' Sign up - then 'NEXT'.
  4. Under 'Create Account', add your email address. - then 'NEXT'.
  5. Create a password, then click 'NEXT'.
  6. Enter your first and last name, then click 'NEXT'.
  7. Enter your Country/region, then your birthday, then click 'NEXT'.
  8. Download the SKYPE app to your chosen device, then ...
  9. Sign into SKYPE using your email and password you just registered under.

How to Rent a Tablet for an Inmate in Hartford Correctional Center

How to Deposit Money in a Hartford Correctional Center Inmate's Account

There are four ways to deposit money in an inmate's account in the Connecticut State Department of Correction:

• Jpay Online Deposits
• Western Union Online Deposits
• Touchpay
• United States Postal Service - Mailing a Payment

In order to do any of these you need to know the exact name the inmate is incarcerated under, and their Inmate ID#.

If you can't find the inmate and booking number online, call the Trust Fund Office at 860-692-7670.

1.  Hartford Correctional Center and JPAY.

• First, you need to know the exact spelling of the inmate's name and inmates ID #
• You can send money to an inmate/offender's commissary/spendable account through the Send Money page.
• There are two ways to send money to an inmate/offender in {Hartford Correctional Center using Jpay.

1. Online payments
2. Over the phone by calling 800-574-5729

2.  Hartford Correctional Center and Western Union.

First, you need to know the exact spelling of the inmate's name and inmates ID #
You also need to know these codes.

• Select CONNECTICUT DOC, then follow Western Union's instructions.

3. Hartford Correctional Center and Touchpay

You will need these these three things:

• Exact spelling of the inmate's name as the CT DOC has it spelled.

• The inmate's ID#.

• Touchpay Facility # of 306109.

Options for putting money in an inmate's account:

Option 1 - Dropping Money at one of the prisons:
Bring money to the following prisons in person.

You will use a Touchpay self-serve kiosk in the lobbies that accepts cash, debit or credit cards.

Option 2 - Deposit Inmate Money Online

• Hartford Correctional Center uses Touchpay to process all online deposits to an inmate's account.
• The company charges you a small fee for doing so.

Option 3 - Make an Inmate Deposit over the Phone by calling Touchpay at 866-232-1899.
To do this you will need the inmate's offender # (inmate ID #), full legal name, and Facility Locator Number. Call 959-200-3000 to get the Facility Locator Number.

4.  Hartford Correctional Center and Mailing a Payment

When sending an inmate money by mail, the Hartford Correctional Center will only accept:

• US Postal Money Orders, or
• Certified Bank Cashier Checks

**Important Notes**

• All Checks or Money Orders MUST be payable to the inmate.
• A filled out copy of the Inmate Trust Remitter Form.
• Remitter Information MUST include:
  Inmate First, Middle Initial and Last Name
  Inmate Number
  Inmate Date of Birth
  Sender's First and Last Name
  Sender's Full Address (Number, Street, Apartment/Unit, City, State and Zip Code)

Funds are only accepted from the following sources:

• Money Order or Certified/Cashier's Check, along with complete and legible remitter information *
• Attorney checks, along with cover letter
• Employer checks, along with pay stub
• Refund check from Vendors
• Social Security checks
• Social Services checks
• Tax Refunds
• Unemployment checks
• Veterans Administration checks

Rules Regarding Picking up Money When an Inmate is Released from the Hartford Correctional Center

Hartford County Bail Bond Information

Because Hartford County and Connecticut can change their bail bond procedures, it is always best to call either the Hartford Correctional Center at 959-200-3000 , or the court in the jurisdiction (i.e. Municipal Court, District Court, etc.) where the offender was charged, and do this right after an arrestee has been booked. 

Ask the staff at the Hartford Correctional Center or the Hartford County Court Clerk these specific questions:

1. Is the defendant eligible for bail or a bond?
2. How much will the bail or bond be, and what are the additional fees?
3. Where do I go to pay it?
4. Are there any days or times of the day or night when I cannot post bail?
5. What types of payment are allowed? Cash? Money order? Credit card? What types of credit cards? Property or other collateral? Surety bonds?
6. Do I have to use a bail or bond agent?

If you feel the bail is too high and you wish to get it reduced, contact a lawyer or the defendant's public defender and get them to look into what they can do to get a bail reduction. The sooner you get working on this the quicker you will get your loved one released. 

This entire process will go smoother and faster with a criminal attorney or bail agent handling it for you.

How an Inmate Makes a Phone Call to You or Others from Hartford Correctional Center
