The Level V facility is at 1301 E. 12th Street, Wilmington, DE 19802, and the main phone number is (302) 429-7700. It processes about 60% of all admissions to Delaware’s correctional system and holds most of the state’s pretrial detainees. Because Delaware has no county jails, HRYCI acts as the jail for men arrested in New Castle County and much of the state, while also housing sentenced men. About half of its population is awaiting trial. It has a designed capacity of 1,480 and 30 housing units. It opened in 1982 and was renamed in 2004 for its first warden.
Most men arrive at HRYCI the same way. After an arrest, they are booked by the arresting police agency and see a Justice of the Peace Court judge, often by video, usually within 24 hours. JP Court 11 in New Castle and the statewide virtual hearing court are open around the clock. The judge can release someone on their own recognizance or on an unsecured bond, or set secured or cash bail. Under Delaware’s 2019 bail reform law, judges use a pretrial risk assessment and are supposed to impose the least restrictive conditions needed. If bail isn’t posted, the man is committed to HRYCI. Families can post bail directly or through a licensed bail bondsman, who typically charges a fee of about 10% of the bail amount. Visits must be booked one week in advance by calling (302) 575-0330, Monday through Friday from 7:30 a.m. to 3 p.m. Have the inmate’s SBI number or date of birth ready, along with the date of birth, address, and phone number of every visitor. Visits run seven days a week, with one-hour visits starting on the hour from 9 a.m. to 3 p.m. Arrive 15 minutes early. If you live 100 miles or more away, you can write to the warden to request a two-hour visit once a month.
All visitors need a photo ID, and visitors ages 14 to 18 need a picture ID such as a school ID; anyone under 18 must come with an adult. You may bring only your car keys, your ID, and up to $5. Everyone goes through a metal detector, and visitors may be background-checked; a recent conviction, an active warrant, or current probation can bar you from visiting. The dress code rules out swimsuits, bodysuits, low-cut or sleeveless tops, see-through clothing, short skirts or shorts, leggings worn alone, hoodies, Crocs, and open-toe or open-heel shoes.
HRYCI is easy to reach by bus: DART Route 9 has a stop named Howard Young Correctional Institution, with service seven days a week and connections at Rodney Square downtown (not every Route 9 trip serves this stop, so check the timetable). Nearby, a Liberty gas station is at 1401 Northeast Boulevard, a few blocks away, and there’s a bp at 201 S. Heald Street. For food, Popeyes is at 2511 Northeast Boulevard, and there’s a McDonald’s at 4111 N. Market Street.
