It has a designed capacity of 92 and typically houses a few dozen women at a time. Everyone here has been sentenced; it isn’t a place where women are held after an arrest. Women who can’t make bail go next door to Baylor instead.
Hazel D. Plant is built around recovery. Its main program is Road to Recovery, a residential substance abuse treatment program, with work release as part of the path back home. Residents work in food service, grounds keeping, laundry, and other jobs, and a typical stay is four to six months. Because Delaware has no county jails, this center, like every other correctional facility in the state, is run by the state Department of Correction, which lets women move between Baylor, Hazel D. Plant, and supervision in the community as they progress.
The facility doesn’t post a visiting schedule. The DOC says residents of community corrections centers can earn family visitation passes, and some centers schedule in-person visits directly, so the best step is to call (302) 777-6800 and ask. The DOC specifically warns visitors not to rely on GPS. Instead, take Route 13 and turn right just after the light at the DHSS Herman M. Holloway, Sr. Campus, before the I-95 and I-495 junction. DART Route 14 stops at the Baylor campus on weekdays and Saturdays, with no Sunday service. For gas, try the Shell at 3001 New Castle Avenue or the bp at 2038 New Castle Avenue; for food, Checkers at 1503 N. Dupont Highway and Chick-fil-A at 4008 N. Dupont Highway are close by.
