About the Black Hawk County Jail

The Black Hawk County Jail was built in 1995 with a rated capacity of 272 beds, replacing the jail that used to be a part of the Black Hawk County Courthouse, which is still in use today.  It was built in 1964. The jail and the courthouse are connected by a skyway, providing a secure passage for inmates moving back and forth for arraignments, hearings and trials.

The three-story brick, concrete and steel Black Hawk County Jail was built at a cost of approximately $15 million and is 113,800 square feet in size. The Black Hawk County Sheriff runs the jail and his department on a budget of $14 million a year. The jail itself has a staff of 68 correctional officers, 12 booking clerks, 2 commissary clerks and a social worker. They book about 6,000 people into the jail every year for crimes ranging from misdemeanors to serious felonies such as robbery, rape and murder. For added security the jail recently installed a full body scanner that every person entering the jail has to pass through.

The jail holds men and women that are arrested in Cedar Falls, Dunkerton, Elk Run Heights, Evansdale, Gilbertville, Hudson, Janesville, Jesup, La Porte City, Raymond, Waterloo and other incorporated ares of Black Hawk County.

What happens during booking in Black Hawk County?

After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Black Hawk County for booking.

Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.

What is the booking process like at the Black Hawk County Jail?

Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Black Hawk County and other Iowa and USA jurisdictions.

If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.

It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.

The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.

What happens to an offender’s personal property during booking?

During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.

Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.

What happens after booking?

At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.

If the offender is being detained and housed while awaiting arraignment, the Black Hawk County Jail will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.

Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.

How long does the Black Hawk County Jail Booking process take?

Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.

If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.

  • During regular business hours, take the cash and go to the Black Hawk County Courthouse, first floor, and present the cash to the Clerk of Courts.

  • After regular business hours, bring the correct cash amount directly to the Black Hawk County Sheriff's Office.

The Black Hawk County Sheriff also recommends that you may want to use a bail bond agent licensed to do business in Black Hawk County.

  • You can pay a cash bond yourself, or use your home in Black Hawk County, or in some cases the state of Iowa, but the benefit of using a bail bond agent is that they take responsibility for making sure the inmate shows up for court in Black Hawk County, and if they don't, then they take the financial responsibility.

Newspapers may also be mailed to an inmate as long as they are shipped directly from the publisher. Inmates are allowed no more than three books or magazines  (magazines from the jail library) in their cell at one time, no more than three newspapers at one time, and may have up to three religious books in their cells at one time.

  • Any book an inmate wishes to receive must be first approved by the Jail Administrator. This must be done by the inmate submitting the request to the Jail Administrator on the tablet system.
  • Books must be sent directly from a publisher, or other approved source (Amazon.com). Nothing from a third party will be allowed.
  • The seller's information must be included in the request to the jail administrator.
  • Books that are approved to be sent will count toward an inmate's total allowed books (three).
  • No books will be stored or mailed outside of the jail for an inmate that exceeds the allowed number of books.
  • Any books received that are not pre-approved will be returned to the sender.
