Option 1 - Dropping Money at the Jail
Bring money to the jail in person.
Either the jail personnel will process the Inmate Account payment or you will use a Touchpay self-serve kiosk in the lobbies that accepts cash, debit or credit cards.
Option 2 - Deposit Inmate Money Online
Westmoreland County Prison uses Touchpay to process all online deposits to an inmate's account. The company charges you a small fee for doing so, but the fee probably isn't as much as gas and parking would cost to take it to the jail in person.
Option 3 - Mail the Inmate Deposit to the Jail
Mailing a deposit takes more time to process than the other methods but can be done if you live too far away to bring it in person and you don't have a debit/credit card for online deposits. Never send cash. Always send a Money Order from the US Post Office, a reputable bank or Western Union.
Option 4 - Make an Inmate Deposit over the Phone by calling Touchpay at 866-232-1899.
To do this you will need the inmate's offender # (inmate ID #), full legal name, and Facility Locator Number. Call 724-830-6000 to get the Facility Locator Number.

In certain circumstances, cash may still be accepted by jail personnel during 9:00AM and 4:00PM, Monday thru Friday, or when you come to the facility for visitation. Call 724-830-6000 if you have any questions.

Can your inmate use Commissary Money to make phone calls?
Yes. Phone time can be purchased by the inmate on their weekly commissary order
Phone time will be sold in increments of $5.00.
Inmates are permitted to spend $100.00 in phone time, in addition to their $50.00 commissary items. Example: $50.00 of hygiene items, foods, etc., and $100.00 of phone time = $150.00 total commissary sales.

Who Can Put Money in an Inmate's Account?
Anybody can contribute to an inmate's books or commissary fund as long as there isn't a no-contact order in place.
Because of the ability for family members and friends to deposit money online using a credit or debit card, jail inmates can now receive funds from anywhere in the world.
WHY DOES AN INMATE NEED MONEY IN THEIR ACCOUNT AT THE Westmoreland County Prison?
Since inmates are not allowed to possess cash money while in custody in the Westmoreland County Prison, the jail maintains a 'bank account' for the inmate to purchase products and services from their commissary (canteen) store.
Commissary funds allow inmates to purchase items such as personal hygiene products, snacks and stationery supplies from the jail store.

Types of Phone Calls
Collect Calls
Collect calls allow you to accept and pay for calls to your land line (only) phone account. This means that if you accept your call from your inmate, all the charges for that call will then be billed to your land line phone account and will show up and be listed on your next local phone bill. Additional fees, costs, restrictions may apply.
Prepaid calls (Direct Calls)
With Prepaid Calls you can set up your account so that the inmate can only call you and/or you can just deposit money in their account and they can purchase prepaid phone cards through their commissary and call whoever they choose, provided the Westmoreland County Prison approves of the phone number.
