The Oahu Community Correctional Center maintains an average of 950 offenders in custody on any given day. The Oahu Community Correctional Center has a monthly turnover of 40% of their inmate population, another 30% turnover every 90 days, another 20% every six months, and approximately 10% stay incarcerated between six and twelve months. Every year Honolulu County law enforcement agencies arrest and detain approximately 19,600 offenders.

The Oahu Community Correctional Center in Hawaii has been facing issues with overcrowding and safety. However, conditions have improved enough to end 14 years of mandated monitoring by national experts. The facility serves pretrial, sentenced jail, and sentenced furlough inmates, and has guidelines for inmate housing units. The Oahu Community Correctional Center is the largest jail facility in Hawaii, with its 950 beds. It has been criticized for being overcrowded and obsolete. The state of Hawaii is considering moving the facility to a new location, possibly a repurposed animal quarantine structure.
The Oahu Community Correctional Center provides the largest capacity of detention for all of Hawaii, and sits on a plot of land that is 16 acres and within Honolulu County. It houses both pre-trial inmates and sentenced inmates, both male and female, and provides many programs for each group, as well as a work program from nearby Laumaka Work Furlough.
Although the Laumaka facility is physically located one block from the Oahu Community Correctional Center it is operated with the Correctional Center and they are treated as one facility. The LWFC is for those who are working in the community or who are seeking employment, often near the end of their sentence, and falls under Project Bridge as a transitional program that is offered to any inmates who have finished some of their substance abuse treatments and are deemed ready for the program. Those in the OCCC who are not yet sentenced and who are waiting for their trial to begin will have access to self development programs, self improvement programs, and religious programs.
The sentenced population are able to attend sessions and programs on substance abuse, domestic violence, cognitive skills, parenting, community service, work furlough, extended furlough and may be able to work for Honolulu County for the remainder of their sentence. With a capacity of 950, it also houses federal inmates who are being transferred back to the county levels and will allow them access to these programs as well. Reintegration programs are in place for sentenced felons as well, to assist in their return to their community.
Mail: Inmates are unlimited in the amount of mail that they send or receive, but it must be letters only, sent through the postal service, and all mail Is monitored and may be opened if it is suspected to pose a risk to the safety or security of the facility.

Phones: Inmates will provide a list of names and phone numbers that will be permitted for them to call, and inmates and housing units will have provided time to make calls to their family or friends. Calls are paid by the person who accepts the call, and each call will be monitored and recorded.
Visitation: Visits must be scheduled in advance by calling 808-832-1633 from 9am until 1pm the week prior. Each visit will be 30 minutes in length, and each inmate is permitted one visit per week. Visiting hours occur every day from 7:30am-12:30pm and the current schedule is as follows: Laumaka: 7:30am-9am, 11am-12:30pm, and in the Main Facility males are 7:30am-9am, and 11am-12:30pm, Module 20 is 9am-10am, Females are 10am-11am. A tablet program is being initiated that will provide video visits in the future.

There may be an automated method of looking them up by their name over the phone, or you may be directed to speak to someone at the jail. Sometimes the jail staff may ask you the offender’s date of birth to ensure privacy of the offender’s status.
Keep in mind that after an arrest, the information on an offender may not be publicly available for several hours.

Oahu Community Correctional Center Booking Roster
After being arrested and taken into custody, and after being read their Miranda Rights, an offender will next be transported to the local police or department or the Sheriff’s Department in Honolulu County for booking.
Booking is very involved and requires multiple steps in the process, however, keep in mind that most attorneys will advise that an offender remain silent and not offer any additional information about the crime they have been arrested for because anything they do say may be recorded and may very well be used against them in court.
Booking includes having their photo (mugshot) and fingerprints taken, as well as being asked a lot of questions about their personal history and state of mind. If it’s a serious felony, their DNA may also be taken. They will also be checked for warrants in Honolulu County and other Hawaii and USA jurisdictions.
If the offender was arrested for a DUI offense, and has refused a breathalyzer test, they may also be forced to have blood drawn by a doctor or nurse.
It is also very likely that the offender will undergo a humiliating full body search while in the nude. This includes bending over, spreading their cheeks in the direction of an officer, and coughing. They will also be walked through a metal detector or x-ray machine, like those used at an airport.
The arresting jurisdiction will ask about gang affiliations, tattoos, medical conditions, prescribed medication they are taking, recreational drugs they are on or addicted to, allergies, if they are suicidal, and other relevant information that will help with determining their cell assignment and special needs.
During the arrest and booking process an offender will also have all their personal property confiscated and held for either their release from jail, or with the offender’s approval, released to a friend or family member.
Personal property includes the clothing they are wearing, money, wallets, purses, cell phones, jewelry, body rings, earrings, watches, and even glasses if they are deemed a security risk. If they are allowed to keep their shoes or sneakers, the laces are removed.
At this point the offender will be allowed to make a free phone call to a person of their choice to notify them of their arrest, and/or arrange a bond or bail for their release.
If the offender is being detained and housed while awaiting arraignment, the Oahu Community Correctional Center will provide a jail garment and slip-on shoes, a blanket, sheets, soap, toothbrush, toothpaste, and a towel.
Often, before they are dressed in the jail outfit and brought to their housing location, they will be forced to take a shower and undergo a disinfectant treatment for body and hair lice, scabies or other pests that may be residing on their person.
Booking can take anywhere from an hour to 24 hours or more. It all depends on the number of people that are awaiting processing, the number of staff on duty at the time, and the behavior of the offender.
If the offender is heavily intoxicated and/or violent, the Booking Officer may decide to stick the offender in a holding cell for several hours until they become more manageable.
