Call 860-814-4600 any time, 24 hours a day, to get inmate information from the 1927-bed Osborn Correctional Institution.
This is the county’s intake point for people arrested on misdemeanor and felony charges. Every arrestee goes through booking and processing here, and depending on the charges, may stay until they are bonded out, released on their own recognizance, or held pending the outcome of their trial.
For a current list of inmates, use the inmate search tool.
Short sentences, those under one year, are served at this jail. Longer sentences are served in the Connecticut State Prison System or the Federal Bureau of Prisons.

Tip: save the inmate’s jail ID or booking number. Mail and many other services require it. If it isn’t online, Osborn Correctional Institution can provide it at 860-814-4600.

Connecticut makes an online list of arrest warrants available to the public. It includes warrants for violation of probation, failure to appear on existing charges, and orders to incarcerate. Because it doesn’t include every type of warrant, especially those from police investigations, a search with no results isn’t proof that no warrant exists.
Looking for information on a court case? Connecticut’s Judicial Branch lets the public search most cases in the Supreme Court, the Appellate Court, and the Superior Court, including criminal cases anywhere in the state. Some records, including juvenile, youthful offender, and sealed cases, are confidential.

The first bail decision happens at the police station after an arrest. Police can release the person on a written promise to appear, or they can set a bond. If the person remains in custody, an intake, assessment and referral specialist from the Court Support Services Division, a role previously called bail commissioner, can review the bond and change it. At the defendant’s court appearance, the judge makes the final decision. Bail ordered by the court can be a cash bond, with the full amount posted, or a surety bond through a licensed bondsman, whose fee is set by the state at 10% of the first $5,000 and 7% of the rest.

The Osborn Correctional Institution is licensed for 1927 inmates at any given time, but it often has to make room for more, especially on weekends. Connecticut is unusual in having no county jails: the state Department of Correction runs a unified system, and many of its facilities hold both people awaiting trial and people serving sentences. For men, the facilities that function as local jails are Bridgeport, Hartford, and New Haven Correctional Centers and Corrigan-Radgowski Correctional Center; for women, it’s York Correctional Institution. Cheshire, Garner, and MacDougall-Walker also hold some pretrial detainees. Only sentenced men are housed at Brooklyn Correctional Institution and the Cybulski Community Reintegration Center, and Osborn and Robinson Correctional Institutions hold almost no pretrial inmates. At the facilities with pretrial detainees, at least 35-40% of inmates turn over every month, 25-30% more every 90 days, and 15-20% more every six months. Roughly 8-9% remain incarcerated for six to twelve months. Stays longer than twelve months are usually tied to serious charges such as rape or murder. Those cases take time to prepare for trial, which means offenders arrested in Tolland County stay in state custody much longer.
⇓ Learn more ⇓ Show lessOsborn Correctional Institution is a Level 3 medium-security prison at 335 Bilton Road, Somers, CT 06071. The main phone number is (860) 814-4600. It opened in 1963 as the Connecticut Correctional Institution at Somers, replacing the old state prison in Wethersfield, and served for decades as the state’s maximum-security prison. It was renamed Osborn and reclassified to medium security in 1994. It has a designed capacity of about 1,570 and held about 1,150 men in September 2026.
Nearly everyone at Osborn is a sentenced adult man. The state doesn’t publish a breakdown of the offenses its population is serving time for. Osborn has an inpatient medical unit, a mental health unit, and an inpatient addiction services unit, along with a hospice program staffed by trained inmate volunteers. Its correctional industries program employs more than 200 men making clothing and mattresses and doing printing.
Osborn allows two in-person visits per week, which don’t need to be scheduled, and one video visit booked through the DOC’s visiting request site. Visits last one hour, and up to three approved visitors may come at once, with children counting toward the limit. Sessions generally run 8:30 to 11 a.m., 12:30 to 3 p.m., and 6:30 to 9 p.m., with some sessions reserved for specific groups and no Saturday morning visits. Check-in has a cutoff for each session, so arrive early. The same visitor can’t visit twice in one day.
All visitors must be on the inmate’s approved visiting list, which the inmate starts by requesting an application from their counselor. Approval usually takes two to three weeks. Adults need photo ID. Children need a birth certificate plus one other document with their name, and an adult who isn’t the child’s parent must bring a notarized letter from the parent or guardian. Visitors must follow the facility’s dress code.
There is currently no fixed-route bus to the prisons in Somers and Enfield. CTtransit’s weekend service to these facilities was discontinued in 2021, so plan to drive or arrange a ride. Address mail to the inmate’s full name and inmate number at the facility address, with your return address. Money can be sent through JPay, TouchPay, Western Union, or by money order to the Inmate Trust Fund, P.O. Box 290800, Wethersfield, CT 06129-0800. Phone calls are free.

It’s important for the arrestee to stay silent, as anything they say can be used against them. The best advice is to avoid answering any questions about the arrest until legal counsel is present.
