Whether a defendant receives bail is first addressed at the police station. Police can release the arrested person on a written promise to appear, or set a bond. If the person isn’t released, an intake, assessment and referral specialist with the Court Support Services Division (the position formerly called bail commissioner) can review and adjust the bond. The judge decides at the defendant’s court appearance. If bail is ordered, it can be a cash bond, where the full amount is posted, or a surety bond through a licensed bondsman, who charges a state-regulated fee of 10% of the first $5,000 and 7% of the remainder.

The New Haven Correctional Center holds a license for 833 inmates, but the actual count is often higher, especially on weekends. In Connecticut, there are no county jails. Every correctional facility is operated by the state Department of Correction, and several of them combine a pretrial jail and a prison under one roof. Men awaiting trial are held mainly at Bridgeport, Hartford, and New Haven Correctional Centers and at Corrigan-Radgowski Correctional Center, and women awaiting trial are held at York Correctional Institution. Cheshire, Garner, and MacDougall-Walker Correctional Institutions hold some pretrial detainees too. If your loved one is at Brooklyn Correctional Institution or the Cybulski Community Reintegration Center, they have already been sentenced, since neither holds pretrial inmates; Osborn and Robinson Correctional Institutions also hold almost only sentenced men. At the facilities with pretrial detainees, at least 35-40% of inmates turn over monthly, another 25-30% every 90 days, and another 15-20% every six months, while roughly 8-9% stay six to twelve months. Stays of more than twelve months usually involve serious charges such as murder or rape. Since preparing those cases for trial takes time, offenders arrested in New Haven County are held in state custody much longer.

About the New Haven Correctional Center

New Haven Correctional Center is a Level 4 high-security jail at 245 Whalley Avenue, New Haven, CT 06511. The main phone number is (203) 974-4111. The entrance is on County Street, behind the juvenile facility on Whalley Avenue, and a parking garage is next door. The jail opened in 1976 and has a designed capacity of 716 men. It held about 510 in September 2026.

New Haven CC holds mostly pretrial detainees and serves the superior courts in New Haven, Meriden, Waterbury, Litchfield, and Bantam. Among its pretrial detainees, the most common charges include violation of probation, criminal violation of a protective order, first-degree failure to appear, risk of injury to a minor, assault on a police officer, and first-degree assault. The jail offers mental health programming and English classes for non-native speakers.

New Haven CC allows two in-person visits and one video visit per week. In-person visits don’t need to be scheduled and are limited to two people, including children. Video visits must be booked through the DOC’s visiting request site and can include up to three adults. Visits last 45 minutes, with sessions starting at 9:00 and 9:55 a.m., 1:00 and 1:55 p.m., and 7:00, 7:55, and 8:50 p.m. Days alternate between the main building and the dorms, so check which days apply to your loved one’s housing unit. Arrive 15 minutes early; there are no visits on state holidays.

You must be on the inmate’s approved visiting list before you can visit. The inmate requests an application from their counselor, and approval usually takes two to three weeks. Accepted photo IDs include a driver’s license, non-driver ID, passport, military ID, or permanent resident card. Children must come with an approved adult who brings the child’s birth certificate and a second document with the child’s name. Lockers are available in the lobby, and visitors must follow the DOC’s dress code.

The jail is easy to reach by bus: CTtransit New Haven Route 243 runs along Whalley Avenue, and the Whalley Ave/County St stop is near the entrance. Mail should include the inmate’s full name and inmate number, the facility address, and your return address. News, special interest or sports magazines may also be mailed to an inmate as long as they are shipped directly from the publisher. Any magazines that contain profanity, weapons, pornography or other content that is adult in nature will be confiscated by the jail staff and will NOT be delivered to the inmate.

Books
The New Haven Correctional Center allows books to be mailed directly to the jail from a reputable source such as Amazon, Barnes & Noble or Books-A-Million. You can order them directly from your computer and have them shipped to the inmate at the address noted.
Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. Any book that does not meet the New Haven Correctional Center standards will be disposed of. 
Hard cover books will not be accepted by the jail due to their potential to be used as a weapon.

4. Each time you send a message, you CAN pay for them to reply.
5. You CAN send photos. (Jail staff will review for appropriateness) 

Things you CANNOT do:
1.  You CANNOT use your own personal email to send messages.
2. You CANNOT send any message or photo that would normally be rejected by regular mail.

Other Things:
1.  Photos must be .jpg, .jpeg or .png.
2. eMessages and photos must meet the jail’s standards for regular mail.
3. If your eMessage or Photo is rejected you will be notified of the reason, but you will NOT get a refund.
