The Maricopa County Estrella Jail is licensed for 1380 inmates at any given time, but it is often forced to make room for many more, especially on weekends. At most city and county jails in Arizona, at least 40% of inmates turn over each month, another 30% every 90 days, another 20% every six months, and approximately 8-9% remain in custody between six and twelve months. Inmates held longer than twelve months are usually facing serious charges such as rape or murder. Because those cases take longer to prepare for trial, offenders arrested in Maricopa County stay at one of the Maricopa County facilities much longer.
Arizona’s court rules start from the presumption that a defendant is released on their own recognizance. Judges set bail only when that isn’t enough to ensure the person returns to court or to protect public safety. Because of this, many people arrested in Arizona, including those arrested in Maricopa County, are released without paying anything.
Approximately 217,860 offenders are arrested and detained each year by Maricopa County law enforcement agencies.
Women arrested anywhere in Maricopa County are generally housed at the Estrella Jail, 2939 West Durango Street, Phoenix, AZ 85009. The Maricopa County Sheriff’s Office opened the jail in 1991. It has about 1,503 beds and holds women at every classification level, both unsentenced and sentenced. Women receiving mental health or infirmary care may be housed at the nearby Lower Buckeye Jail instead. Many women here are awaiting trial. Some are serving county sentences of up to one year, and some have been sentenced to prison and are waiting to move to the Arizona Department of Corrections, Rehabilitation and Reentry. Programs include Choose to Change, MOSAIC, and Girl Scouts Beyond Bars, which helps mothers stay connected with their daughters. Can you visit in person? Not right now. Onsite video visits are suspended across the county jails, so families visit from home through ViaPath’s GettingOut app. Set up a ViaPath account with a working email, then wait for her call: incarcerated people start remote visits with the “Visit Now” feature, and families cannot book them in advance. Visits cost $0.25 a minute and run up to 30 minutes, between 7:00 a.m. and 9:30 p.m. Children can join if an adult stays on screen the whole time. Wear something you’d wear in public (no sheer fabric, swimwear, tank tops or very short shorts), and don’t record, screenshot or relay messages for her. Those violations bring a 30-day account restriction. All non-legal visits are recorded.
Before anyone reaches Estrella, they go through the Intake, Transfer and Release Facility (ITR) at 2670 South 28th Drive. There they are booked and see a judge within 24 hours, as Arizona Rule of Criminal Procedure 4.1 requires. If that hearing doesn’t happen in time, the person must be released. Arizona Rule 7.2 begins with a presumption of release on her own recognizance, and the judge imposes bail or other conditions only if needed to guarantee a court return or to protect the victim or community. Those conditions might be an unsecured bond, a cash bond, a secured appearance bond, or a bond through a licensed bail bond agent. The Arizona Constitution, Article 2, Section 22, allows holding someone without bail only after a hearing and only for capital offenses or certain serious sexual offenses where the proof is evident or presumption great, a felony committed while on bail for another felony, or a substantial danger that no condition can manage. Pay bonds at the Fourth Avenue Jail’s Bond & Fine room, 201 South 4th Avenue, with cash, a cashier’s check, a money order or a credit card (fee charged), in the exact amount. Release from any county jail happens at the ITR, up to 24 hours after payment.
Letters are not delivered to Estrella’s street address. Send postcards (standard size, blue or black ink, nothing glued or attached) with her full name and booking number to Lower Buckeye Jail, 3250 West Lower Buckeye Road, Phoenix, Arizona 85009.
