The Maricopa County Intake Transfer & Release Facility is licensed for 1792 inmates, but the jail is often forced to make room for many more, especially on weekends. Monthly turnover at most city and county jails in Arizona is at least 40% of the inmate population, 90-day turnover is another 30%, six-month turnover is another 20%, and about 8-9% stay six to twelve months. Inmates held longer than twelve months are usually facing serious charges like rape or murder. Since those cases take time to prepare for trial, offenders arrested in Maricopa County remain in custody at one of the Maricopa County facilities much longer.
Under Arizona’s court rules, the starting point is release on the defendant’s own recognizance. Bail is set only if a judge decides that isn’t enough to ensure the person returns to court or to protect public safety, which means many people arrested in Arizona go home without paying anything.
Every year, Maricopa County law enforcement agencies arrest and detain approximately 217,860 offenders.
Every arrest in Maricopa County leads to the same building: the Intake, Transfer and Release Facility, called the ITR, at 2670 South 28th Drive, Phoenix, AZ 85009. The Maricopa County Sheriff’s Office opened it in November 2020 on the Durango campus southwest of downtown. It replaced the central intake center that had operated inside the Fourth Avenue Jail. The ITR complex covers about 190,000 square feet, cost about $185 million, and handles roughly 100,000 bookings and 90,000 releases a year. Next door, sharing the same address, is the 512 Facility, a 512-bed unit for short stays of 72 hours or less (up to five days). After an arrest, police bring the person to the ITR for booking, property inventory, and medical and mental health screening. Within 24 hours, the person has an initial appearance before a judicial officer in one of the four courtrooms inside the ITR. Arizona Rule of Criminal Procedure 4.1 requires that hearing within 24 hours of arrest; if it doesn’t happen, the person must be released. People who are not released are classified and moved to one of the sheriff’s housing jails: Fourth Avenue, Lower Buckeye, Estrella, Towers or Watkins. The sheriff’s inmate search shows the booking number and current location.
Many people leave after that first hearing without paying anything. Arizona Rule 7.2 presumes release on a person’s own recognizance, and judges add bail or other conditions only when needed to make sure the person comes back to court or to protect the victim or community. Release conditions can include an unsecured bond, a cash bond, a secured appearance bond, or a bond posted by a licensed bail bond agent. Bail can be denied, after a hearing, only in the cases listed in Article 2, Section 22 of the Arizona Constitution: capital offenses and certain serious sexual offenses when the proof is evident or the presumption great, a felony committed while out on bail for another felony, or when someone poses a substantial danger and no condition would protect the community. Bonds are paid at the Fourth Avenue Jail’s Bond & Fine room, 201 South 4th Avenue, by cash, cashier’s check, money order or major credit card (with a fee), and the exact amount is required. Release may take up to 24 hours after payment.
Releases from every county jail happen at the ITR. If you are picking someone up, they will be directed to the public parking lot at Gibson Lane and 28th Drive, and free parking is available on site. The ITR is also where people with warrants can book themselves in. Talk to a lawyer or call the sheriff’s office before you do, and check the sheriff’s warrant lookup first. Property left behind can be released to someone the person chooses, who must show a government photo ID. Anything not collected within 30 days is destroyed.
Once a person is housed, remote video visits run through ViaPath’s GettingOut app at $0.25 a minute. The person in custody starts them with “Visit Now,” and onsite video visits are suspended for now. Mail goes to the central address: full name and booking number, Lower Buckeye Jail, 3250 West Lower Buckeye Road, Phoenix, AZ 85009, on standard postcards only. Money can be added through TouchPay at (866) 355-9593, online, or at the ITR’s lobby kiosk, which takes cash, Visa and Mastercard.
Valley Metro Route 27 (27th Avenue) serves the county’s Durango complex, looping along Lower Buckeye Road, 35th Avenue and Durango Street; check valleymetro.org for the stop closest to 28th Drive. If you are waiting for a release, Circle K at 2708 West Buckeye Road and the 76 station across the street at 2701 West Buckeye Road sell fuel and snacks, and Jack in the Box at 3502 West Buckeye Road is open around the clock.
