The Maricopa County 4th Avenue Jail is licensed for 2064 inmates, but it often must make room for many more, especially on weekends. Most city and county jails in Arizona turn over at least 40% of their population monthly, 30% more every 90 days, and 20% more every six months, and about 8-9% remain six to twelve months. Inmates held longer than twelve months are usually facing serious charges like rape or murder. Because those cases take longer to prepare for trial, offenders arrested in Maricopa County remain in custody at one of the Maricopa County facilities much longer.
After an arrest in Maricopa County, Arizona’s court rules start from the presumption that the defendant is released on their own recognizance. Judges set bail only when that isn’t enough to ensure the person returns to court or to protect public safety. Many people arrested in Arizona are released without paying anything.
Every year, approximately 217,860 offenders are arrested and detained by Maricopa County law enforcement agencies.
The Fourth Avenue Jail at 201 South 4th Avenue in downtown Phoenix is run by the Maricopa County Sheriff’s Office. Built in 2005, it has about 2,064 beds in 1,152 cells and is the county’s most secure jail, with a Special Management Unit for people who need the closest supervision. It holds men classified as maximum, medium and closed custody. Most are waiting for their cases to be resolved. Others are serving county sentences of up to one year, or have been sentenced to prison and are waiting for transfer to the Arizona Department of Corrections, Rehabilitation and Reentry. A person who was just arrested is probably not here yet. Since November 2020, all county bookings happen at the Intake, Transfer and Release Facility (ITR), 2670 South 28th Drive, which replaced the old intake center inside this building. Arizona Rule of Criminal Procedure 4.1 requires an initial appearance before a judge within 24 hours of arrest, or the person must be released, and those hearings are held in the ITR’s courtrooms. Find anyone’s booking number and location with the sheriff’s inmate search.
Fourth Avenue is where families pay bonds. The Bond & Fine room on the building’s northwest corner takes cash, cashier’s checks, money orders and Visa, Mastercard, American Express or Discover, with a fee for cards. Staff accept only the exact amount, and payments over $10,000 require a Social Security number. Release can take up to 24 hours after payment. Before you pay, call (602) 876-0322 to ask whether another agency has a hold that would keep the person in custody anyway. Often no payment is needed: Arizona Rule 7.2 presumes release on one’s own recognizance, and judges set bail or other conditions only to secure a return to court or protect a victim or the community. Those conditions may be an unsecured bond, a cash bond, a secured appearance bond, or a bond through a licensed bail bond agent. Under Article 2, Section 22 of the Arizona Constitution, a judge may deny bail only after a hearing, for capital offenses and certain serious sexual offenses when the proof is evident or the presumption great, a felony committed while on bail for another felony, or a substantial danger no condition can address.
Visits are by video through ViaPath’s GettingOut app, which requires an account with a valid email. Remote visits cost $0.25 a minute and run up to 30 minutes between 7:00 a.m. and 9:30 p.m. The person in custody starts them with “Visit Now,” so they can’t be booked ahead, and onsite video visits are currently suspended. Children need an adult on screen throughout. Skip sheer clothing, swimwear, tank tops and short shorts. Visits are recorded, and recording or posting for someone brings a 30-day restriction.
Mail goes to the central address, not this building: full name and booking number, Lower Buckeye Jail, 3250 West Lower Buckeye Road, Phoenix, AZ 85009. Use standard postcards in blue or black ink, with no stickers or labels. Up to five photos, 4x6 or smaller, can be sent with the name and booking number on the back. Deposits go through TouchPay by phone at (866) 355-9593, online, or at the lobby kiosk (cash, Visa, Mastercard), usually posting within an hour, and fees apply. The account covers commissary and GettingOut tablets for calls and messages. Releases happen at the ITR, where property can be claimed with photo ID within 30 days.
The Downtown Phoenix Hub light rail station, on the block bounded by Central and 1st avenues and Washington and Jefferson streets, is served by both Valley Metro Rail lines and is about three blocks east. Nearby are Circle K at 602 North 1st Avenue, Circle K at 10 East Buckeye Road, McDonald’s at 223 North 7th Avenue and Chipotle at 11 West Washington Street. Check warrants on the sheriff’s warrant lookup and cases on the Superior Court’s criminal case search or Public Access to Court Information. Talk to an attorney or the sheriff’s office before turning yourself in.
