Horizon Facility

You can call the 768-bed Horizon Facility 24 hours a day for inmate information at 407-836-3400.

This jail processes individuals arrested for misdemeanors and felonies. After booking and processing, inmates may be held until they are either bonded out, released on their own recognizance, or remain in custody until their trial is concluded.

The inmate search tool allows you to check the jail's roster and find out who is currently in custody.

Offenders serving less than one year will do their time here, while those sentenced to longer terms will be sent to either the Florida State Prison System or the Federal Bureau of Prisons.

This page provides essential information, including the visitation schedule, how to fund an inmate's account, send mail, receive phone calls, voicemail, email and texting, tablet rentals, bail bonds, and commissary purchases.

Remember to save the inmate's jail ID or booking number for any communication needs. If you cannot locate it online, call Horizon Facility at 407-836-3400 for assistance.

How Do You Find Someone in the Horizon Facility?

You can search the Official Jail Inmate Roster to locate an inmate in the Horizon Facility and see their charges, bond amount, visitation eligibility, and mugshot. For anything the roster doesn’t answer, call the jail at 407-836-3400. In addition, you can look up arrest warrants for Orange County and all of Florida, and find criminal court cases and courts for participating Florida counties.

Horizon Facility Inmate Search

The Florida Constitution entitles most defendants in Orange County to reasonable pretrial release. Release can be denied for capital or life felonies when the proof is evident, or when no conditions would protect the community. Many misdemeanor and traffic arrests end with a notice to appear. For other offenses, bond starts at the amount on the Florida Supreme Court’s uniform statewide bond schedule.

Call the Horizon Facility at 407-836-3400 to find out an inmate’s bail. If you know what the inmate was arrested for, the Florida uniform statewide bond schedule for 2026 will show the minimum bond, although local judicial circuits can set higher amounts and a judge can change the bond at first appearance. Cash, surety bonds, and property bonds are accepted, as is release on personal recognizance.

The Horizon Facility is licensed for 768 inmates, though it is often forced to accept many more, especially on weekends. Most city and county jails in Florida turn over at least 35-40% of inmates monthly, 25-30% more every 90 days, and 15-20% more every six months, with roughly 8-9% remaining six to twelve months. Stays of more than a year are usually tied to serious charges like rape or murder. Those cases take longer to prepare for trial, so offenders arrested in this county remain at one of the Orange County facilities much longer.

Every year, law enforcement agencies in Orange County arrest and detain approximately 84,640 offenders.

We also have a collection of photos of the Horizon Facility, gathered over the years.

About the Horizon Facility

Built as an addition to the Orange County Correctional Complex to provide additional housing for inmates and to prevent overcrowding, the Horizon Facility was designed to have a top capacity of 1,536 beds and cover 192,660 square feet. It is a medium security facility.

The building reaches seven floors with the first floor consisting of the medical unit, the public lobby, a training area for staff, locker rooms, and the administrative offices for the building. It also has classrooms and an educational center for both academic as well as vocational training, life skills, and programs for rehabilitation purposes.

Multi-purpose rooms serve many functions and accommodate volunteers and short term programs as well as religious services for those who attend regularly, and there are exercise areas available. Each housing unit offers cells surrounding a common area that creates seating areas, has tables for writing or games, and with the direct supervision model there are staff and correction officers interacting and responding to inmate needs throughout the day and night.

The Horizon Facility is part of the sprawling complex that makes up the Orange County Correctional Complex and functions well with the other facilities within the area.

Within the Orange County Corrections Department there are several detention centers including the Orange County Booking and Release Center, the Female Detention Center, Horizon Facility, Genesis Facility, Phoenix Facility, and the Whitcomb Facility for direct supervision units, the Work Release Center, and the Main Jail Facility.

Each of the facilities use the same Video Visitation Center that is located at 3000 39th Street, Orlando, Florida, 32839. This center is open every day for visitors from 9am until 10pm, and it is necessary to book the first visit at least one day in advance by calling 407-836-8061, and further appointments are booked online, with the same account that is used to accept phone calls from inmates that are billed at $0.145 per minute.

For those unable to access the visitor center, remote visits are now possible from a computer or phone at home or other locations. Mail can be sent to inmates with up to four paperback books or magazines, must have a full return address, and must fit within the posted regulations about mail that are provided upon intake, and must be addressed to the inmate at their 'personal mail' mailing address:

Recent Bookings & Arrests

How does the booking process work at Horizon Facility?

Once someone is arrested, they are taken to Horizon Facility for booking. This process involves identifying the individual, determining charges, and deciding if they will be released on their own recognizance, released on bail, or held in custody until their court date.

It’s important for the arrestee to stay silent, as anything they say can be used against them. The best advice is to avoid answering any questions about the arrest until legal counsel is present.

The booking process at Horizon Facility typically includes the following steps:

  • Verifying identity.
  • Taking a mugshot.
  • Answering questions regarding medical, mental health, and substance use history.
  • DNA collection, if required.
  • Conducting a thorough search.
  • Confiscating personal belongings.
  • Providing a free phone call.

For questions about paying an arrestee’s bond or bail amount, contact the facility at 407-836-3400.

Inmate Bail and Bonding

What is the process to pay bail for someone detained in Orange County?

After an individual is apprehended and taken to Horizon Facility in Orlando for booking, their release options vary based on the situation:

1. They might be released without bail, on the condition they appear in court on a scheduled date.
2. They may be detained until their court appearance.
3. They may be eligible for release after posting a bail or bond.  Call 407-836-3400 for the exact bail amount.

There are different ways to settle an individual's bail or bond.

  • To post a cash bond, pay the full amount at the jail bonding window or the clerk's office by cash, cashier's check or money order; many facilities also accept cards at a lobby kiosk or through an online bond vendor for a fee, and you will need the inmate's full name and booking number (jail phone: 407-836-3400).
  • A licensed bail bondsman in Orange County can assist with payment.
  • Real property such as land or a house is accepted as collateral by many courts, provided the owner proves clear title and equity worth at least the bond, frequently twice the bond, with a deed and a current tax or appraisal value; the court that set bail signs off on it.

For more information on the bail process in Orange County, Florida, visit the Horizon Facility Bail Information Page.
