The Glendale City Jail holds a license for 28 inmates, but it often has to make room for many more offenders, especially on weekends. At most city and county jails in Arizona, at least 40% of the population turns over every month. Every 90 days, another 30% turns over, and every six months, another 20%. About 8-9% stay incarcerated between six and twelve months. Inmates held longer than twelve months are typically facing serious charges like rape or murder. Because those cases take longer to prepare for trial, offenders arrested in Maricopa County remain in custody at one of the Maricopa County facilities much longer.

Arizona’s court rules begin with the presumption that a defendant is released on their own recognizance, with no bail required. Judges set bail only when release on recognizance won’t ensure the person returns to court or won’t protect public safety. Many people arrested in Arizona are released without paying anything.

Every year, Maricopa County law enforcement agencies arrest and detain approximately 217,860 offenders.
